The obvious need is when your trailing as well.
Of course its not necessary to play fast all the time, or most of the time. But being able to some of the time is beneficial.
NIU was a huge tempo change team from 2010 to 2011 so figuring out how to play faster immediately , their coaching staff is a good one to look at. They were the 6th fastest speed up team from 2010 as of Week 7 last year when analyzing by time per play.

Rarely will you ever catch a good defensive coach in bad personnel, they have guys on the sideline just to call out the personnel. Look at the teams that went to the National Championship in FCS and FBS, their offense's dont run that fast pace offense. None of that matters if you have players that play fast and efficient. And Bleed all of our lineman are very athletic and staying in that stance for that period of time doesnt bother them. NFL teams tend to use the whole play clock when running a play.
