IMO, this is the big reason. The establishment of a FBS east/southeast conference is vitally important for Old Dominion. CUSA in its current form may not be perfect, but it is pretty good. Frankly, the Big East is geographically awkward as well (although it clearly has stronger schools).

No one knows how big ODU will become, and an argument can be made that CUSA is so watered down relative to their heyday in the 90s, but we have to go somewhere if we want FBS. I can see ODU being content as a member of a strong FBS conference with second- and third-level teams from states like GA, VA, NC, FL, AL, etc
